The Carrigan Municipal Information System (CMIS) was developed out of the need to make Geographical Information Systems (GIS) easier for the municipal employee to use. It provides functionality far beyond mapping, marking a change in the way GIS was classically used. The CMIS Application has been developed over the past 30 years at the direction of our municipal clients. It is tailored to the ways municipalities function and flattens the learning curve, making its integration into everyday operations logical and straight-forward.
The CMIS at its core is a centralized program providing access to varied information pertaining to properties. This information includes permits, inspections, violations, scanned documents, zoning board decisions, zoning information, property maintenance records, service requests, land use, and many more items. This is known as the Property Management module. Built around this core functionality are numerous other modules that provide the features needed for municipalities’ every-day operations.

Master Property Record
The CMIS at its core is a centralized program providing access to varied information pertaining to properties. This information includes permits, inspections, violations, scanned documents, zoning board decisions, zoning information, property maintenance records, service requests, land use, and many more items.
Permits-Inspections-Contractor Registrations
This module can issue any type of permit necessary in any discipline. Permits can start as an application or be entered pre-approved and instantly printed. The Permitting module also allows printing of multiple pages, required inspections and certificates and registering contractors record inspections and emailing results from the field. Flexible fee structuring makes fee setup simple. Tracking vital permitting information, such as approvals, permit statuses, the days a permit has been in the system, and permit balances is straightforward. The module also makes report generation quick and easy .
Document Management
Provides a complete solution to maintaining paperless records for both general documents, such as meeting minutes or agendas, and property-related documents, such as plans or deeds. The document management module allows a user to upload documents and attach them to a single property or multiple properties selected via the mapping interface.
Mapping
Various mapping layers provide additional information such as parcel shapes, lot dimensions, zoning, flood-zones, historic districts, aerial photography, elevation contours, and much more. Go from a parcel on a map to viewing all of its permits, inspections, violations, etc. in a single click.
Land Development
Handles the land development process by tracking notifications, planning meetings, escrows, application start process dates and extensions. Parcels and documents can be linked to each land development record.
Zoning Hearing Board
Manages zoning hearing board applications and tracks hearing dates, advertisements, neighbor notifications, and hearing board decisions. The final decision document that is issued from the module is also linked to the master property record within the Property Management core.
Rentals
This module introduces the ability to identify rental properties. The module tracks important data, such as property owner, maintenance personnel, rental units, tenants, invoices, documents, and much more. Properties with the same owner are linked together and yearly invoices for rental licenses can be generated. Inspectors can schedule inspections, issue letters for scheduled inspections, complete in-the-field inspections on mobile devices, and email inspection results to the appropriate party.
Violations - Code Enforcement
The Violations module leverages mobile device technology to empower inspectors to enter and issue violations from the field, including pictures taken with their mobile device. In a multi-inspector environment, violations can be entered and are put onto a ‘to be printed’ list, which allows office personnel to print and mail violations as they are entered in the field. Each violation is tracked in the system, and multiple citations can be generated from a single violation. All violations are linked to the master property record in the Property Management core.
Business Management
This module provides licensing and inspections of businesses within the municipality. Vital information, such as owner, inspections, emergency contacts, and building security details are linked to each business record. As with other modules, each business can have documents and notes attached.
Service Requests
Resident complaints and service requests are tracked and routed to the proper departments. Actions taken can be logged for each request and related documents can be uploaded and attached. Any requests relating to a specific property are linked to the master property record in the Property Management core.
Planning & Zoning
The Planning & Zoning module issues and tracks planning and zoning department decisions and reviews. Zoning issues are reviewed before certain actions, such as building permits issuance, business location changes, and structure changes.
Public Works
This module manages issues with public works departments for street maintenance, signs, lights, storm water, NPDES inspections, and storm water BMP. Each asset has its own data, such as documents, pictures, and work history. The module also handles work-order issuance, vehicle maintenance, easements, and traffic signal diagrams.
Sewers
The sewers module maps and tracks sewer system features such as manholes, pipes, pump station, force mains, and work history. Each feature has its own data, such as documents, pictures, inspection reports, and yearly repair history reports.
Payment Management
Handles payments for permits, business licenses, rentals, and other general payment receipting at the window. Generates reports and payment data that can be exported to the finance department in virtually any format.
